Job Description:

Provide business analysis and project management for one or more projects in support of the deployment of the following 3 Futures Commission initiatives: Intelligent Chat, Video Remote Hearings and Natural Language Voice-to-Text Translation Services.  Daily responsibilities include running complex technical projects throughout all stages of system development life cycle and developing and maintaining project plans. The position also defines resources and schedules for implementation, creates and executes strategies for risk mitigation and contingency planning, plans and ensures timely creation and review of project deliverables and milestones, efficiently identifies and solves project issues, ensures quality documentation is created and maintained, and manages and resolves conflicts within groups.

Job Description:

Minimum Job-Specific Skills/Qualifications Required:

  • Minimum of 10 years technical experience with network infrastructure, information security architecture and application system deployment projects.
  • Minimum of 5 years technical experience with state government IT projects.
  • Minimum of 3 years working experience in a government agency and interfacing with other government agencies or entities.
  • Minimum of 3 years technical experience with various data center environments.
  • Experience working on multiple simultaneous IT projects throughout the entire life cycle from design to deployment.
  • Experience managing technical projects, including conflict resolution, issue escalations, status reporting and resource management.
  • Knowledgeable of enterprise network infrastructure design concepts such as:
    • Multi-tier application system design
    • Client / server system architecture
    • System security policies and procedures
    • Data center technology infrastructure
    • Web-based application deployment
    • Multi-vender platform integration
    • PKI administration
    • Infrastructure capacity planning
    • Telecommunication infrastructure
    • Networking concepts: routing, switching, security, remote access, proxy
    • Cloud migration
  • Ability to convert business requirements into a technical design and implementation plan.
  • Ability to analyze issues from system documentation and recommend solutions.
  • High level of technical writing experience.
  • Excellent oral, written, analytical and communication skills with the ability to lead a technical discussion to both technical and non-technical staff.
  • Excellent presentation skills for both technical and non-technical audiences, including creating and presenting executive summaries to management and technical committees.
  • Excellent analytical, verbal and conflict resolution skills.

 

Additional Skills/Qualifications Desired:             

 

General:

  • Understanding of courtroom operations and workflow.
  • Conceptualize and integrate systems within an enterprise-wide information systems’ architecture.
  • Use software development tools, languages, and report generators.
  • Prepare effective written materials for purposes of user and system documentation.
  • Use initiative and independent judgment within established procedural guidelines.
  • Resolve complex technical issues.
  • Explain technical issues to senior management in a nontechnical manner.
  • Samples of relevant published work are desired such as technical implementation plans, architectural as-built documentation, test plans, scope of work, project summary sheets, high level network diagrams, etc.

 

Technical:

  • Exposure and experience with Cloud computing
  • Conceptual understanding of Amazon Web Services, Microsoft Azure, Google Cloud, IBM and Oracle Cloud Platforms
  • A/V Industry Knowledge to include troubleshooting and design
  • Familiarity with closed circuit and networked A/V
  • Ability to analyze and troubleshoot network and systems infrastructure
  • VOIP experience
  • Experience with video remote technologies and infrastructures.
